Dow Signs Land Agreement with Shanghai Chemical Industry Park
Agreement is Significant Milestone toward Building GTE and LER Plants for Dow Epoxy in China

Shanghai, China - September 17, 2007

Dow Chemical (China) Investment Company Limited today announced a land reservation of 42 hectares with Shanghai Chemical Industry Park (SCIP), part of which will be allotted for the construction of the world-scale 150,000-MTPA glycerine-to-epichlorohydrin (GTE) plant and 100,000-MTPA liquid epoxy resins (LER) plant.

Signing the land reservation agreement is a key step toward breaking ground on these projects, which further support Dow’s growth strategy in Greater China.  SCIP is located on the north coast of Hangzhou Bay, approximately 50 kilometers from Shanghai.

Jim Mcllvenny, President of Dow Asia Pacific & Greater China, said, “Securing this land is an important step in expanding our business in the Greater China region.  It is also a demonstration of our serious, long-term commitment to Greater China, our third largest market. SCIP offers an excellent, world-class site, both in operations and in strong environmental practices. The site will allow us to reach more of our customers in this fast-growing market.”

“Our partnership with Dow will certainly lead to further success and increased awareness of Shanghai Chemical Industry Park as one of the largest and most advanced world petrochemical bases in Asia,” said Liu Xun Feng, Vice President of SCIP. “We are pleased to offer land to Dow which has cutting-edge technology as well as its best practices regarding environmental responsibility. We envision positive results ahead.”

Dow announced the decision to choose SCIP to build the GTE and LER plants after signing a Letter of Intent (LOI) with SCIP in late March.

Dow, a leading global manufacturer of epoxy resins and related feedstock products, is making significant investments in the Greater China region. The plans for the construction of the GTE and LER plants are progressing well after the signing of the LOI. The land reservation agreement is another important milestone in the successful construction of the epoxy plants, scheduled to be completed in 2010.
